Seems pretty self-descriptive. He made the deal because he felt the fans were paying a lot of money for tickets so he had to provide them with value before they got tired (fatigued) with paying high prices.

Somebody should have told him that A) half the tickets (especially the most expensive ones) are paid for by companies that don't give a poop about the prices and B) even the people paying out of their pocket don't care about the price hence the constant cash flow even when the team sucks for decades at a time.
