Good question!

It used to be that they could call major penalties, or at least inform the refs that the infraction occurred so they could call it. But that may have stopped when they added the second ref. Clearly, the linesman in this replay is looking right at the hit as it happened.

Honestly, it the linesmen were also making calls, there would be a PP or PK all game long for one side or the other.

They should be able to call certain penalties. Those which you can't call from the other side of the rink.

High sticks comes to mind.
Also, they shouldn't call judgement calls. Just the ones they see 100%. Such as this hit to the head.

What if Emelin was tripped and the Canucks scored?

It's a penalty regardless. Not sure where or how they could draw the line.

Can't they suggest to the refs to review the play after the next whistle? During commercial break or something and reverse calls.

well after reading the TSN comments i've changed my mind. the hit was clearly shoulder to shoulder and not a head shot, and it was also not late, and if anything should have been called, it's Emelin for diving because his head snapped back when it wasn't touched.
