Hate to be tax guy here lol. They could have potentially offered the same, but money goes further in TN. I'd imagine the Leafs offered less term though. But I'm purely speculating.

Only if they fix everything else. Players aren't allowed to earn more for endorsements or send their kids to safer schools in Toronto, etc. Fix the fact more players grow up fans of the Leafs than of other teams, etc.

It's impossible to make all the factors that go into a players decision between teams equal. You can't expect the league to equalize the stuff where you team is at a disadvantage if they don't/can't equalize the stuff where your team has an advantage.
