I'm pretty sure multiple teams are allowed to offer sheet the same player at the same time. It's only a matter about which offer the player wants.

Dundon is a billionaire. A 12 million bonus is a drop in the bucket for him. He could pay the entirety of Aho's contract out of his personal tomorrow and barely notice a dent.

That's not really how things work though. The owners don't actually pay the players from their personal wealth.
