Both ways depending how the talent grades out

For example:
This year they’re saying something like 40 prospects grade out as 1st round talent
That means an early 2nd is like a 1st
However...
If say next year, only 20 players grade out with 1st round talent,
then a late 1st is really more like a 2nd
