I disagree that it has to take a month or two to break through on the major issues. Unlike last time, there aren't any structural issues at play. It really is just about a number and at some point hopefully in 3 or 4 weeks, both sides will have an internal consensus on a number that they can live with and narrow the gap

Both sides need to decide amongst themselves that they are willing to actually negotiate first.
