why not? if he's good on faceoffs, responsible defensively, adds some Kadri to his frame... why can't he be an effective 4th-line centre playing with guys like Moen, Prust and Bournival?

Because in a perfect world, your 4th line is playing the other teams top line for 30 seconds applying pressure deep in the other zone and playing the trap making sure nothing gets thru.
For this, winning faceoffs isn't so important because you shouldn't put your fourth line when there's a faceoff in your end. Responsible defensively shouldn't matter either as you simply go after the puck carrier to hit him.

1st line - scoring
2nd line - scoring
3rd line - shutdown
4th line - energy line

your fourth line is going to have to take draws (agree on the D zone) regardless. so no matter where that draw is, you want the puck so you can dump it in and forecheck. having a 4th line C who can take draws also gives you an enormous luxury on crucial draws when your faceoff ace is gassed.
