Nope. Syntactically speaking, 19 years can be very accurately described as "almost 20 years", and is not necessarily less.
Did you know that the Hundred years war was actually 116 years long? 100 is a nice round number though. If it had been 98 years years, or 96 years, I'd venture they'd have called it the Hundred years war just the same. And do you know what they'd have said about it? "that war went on for almost 100 years".
Even now, i'll say this: the Hundred years war actually went on for almost 120 years.

It's been 18 years 9 months and four days since they last hoisted the Cup...........or almost 19 years. You could say almost 20 years, 22 years or 25 years.......but almost 19 years would be more accurate.

That was my last point on the issue.
Our friend could not seem to see that it would have been more accurate to say almost 19 years. But he forced the issue, trying to prove that 20 is closer to 19, than 19 itself is.
