No you're right. The first one is ROW. If they both finish with the same amount, then H2h would be another tie breaker.

3 points for Regulation win. 2 points for an Over time win. 1 point for a shootout win. 1 point for an overtime loss. 0 points for shootout loss

No, its always worked so that head to head is not the first tie-breaker. That way a tie of more than two teams could be broken by a single statistic.
