Until it's a 1st round pick, or if said player isn't on the active roster and playing in game 82 they're not eligible for the playoffs. Until something like that happens the abuse will continue. Which means the NHL isn't all that broken up about it.

It would be interesting if a rule such as that was in place, except the team had the option of choosing between the returning LTIR player and the players acquired that replaced the LTIR amount.
So VGK would chooses between Stone and Mantha/Hanifin/Hertle.

I think they hate what's happening, but they made a rule that's almost impossible to enforce. Teams have been punished for LTIR abuse, but all that's done is let everyone know not to leave an evidence trail.

From what I've heard, it's something that has to be addressed through the next CBA negotiations and I'm not sure either side has a real interest in changing things.

On the players side, it creates essentially a soft-cap overage, and on the owner side, it allows the cheap teams to continue being cheap while the rich teams can exploit it.

I think there would be more Berglund and Sobotka for ROR trades at the deadline rather than the draft, but with 2-3 firsts thrown in as well.

You would jettison garbage along with multiple high picks for something good. It would be a TDL with 15 future firsts and a bunch of scrubs

There are only 8 teams in the league who aren't either over the cap or within $1.5M of the cap limit.

It has nothing to do with the penalty and everything to do with the evidence required.

I don't know how you'd pin added players' cap hits to returning players' cap hits. What if it's only partial relief?

It would definitely skew value to young, productive, cheap players. We would see more deals like Hagel for 2 firsts. It would change the trade value chart, but I don't think there would be fewer trades as a result necessarily

You're viewing this backwards. The CBA would have to provide a way to change it. Spelling out that it can't unilaterally be changed makes no sense.
