I think they hate what's happening, but they made a rule that's almost impossible to enforce. Teams have been punished for LTIR abuse, but all that's done is let everyone know not to leave an evidence trail.

Have they? Obviously not severely enough to curtail said behavior. Until it's a 1st round pick, or if said player isn't on the active roster and playing in game 82 they're not eligible for the playoffs. Until something like that happens the abuse will continue. Which means the NHL isn't all that broken up about it.
