Have they? Obviously not severely enough to curtail said behavior. Until it's a 1st round pick, or if said player isn't on the active roster and playing in game 82 they're not eligible for the playoffs. Until something like that happens the abuse will continue. Which means the NHL isn't all that broken up about it. - Wetbandit1
It would be interesting if a rule such as that was in place, except the team had the option of choosing between the returning LTIR player and the players acquired that replaced the LTIR amount.
So VGK would chooses between Stone and Mantha/Hanifin/Hertle.
Hmmm. |

I think they hate what's happening, but they made a rule that's almost impossible to enforce. Teams have been punished for LTIR abuse, but all that's done is let everyone know not to leave an evidence trail. - Lunaion
I don't think they hate it.
It makes the league more interesting with a greater potential for player moves. |

From what I've heard, it's something that has to be addressed through the next CBA negotiations and I'm not sure either side has a real interest in changing things.
On the players side, it creates essentially a soft-cap overage, and on the owner side, it allows the cheap teams to continue being cheap while the rich teams can exploit it. |

With a true hard cap and no overage allowed, how many fewer players moves would there be?
The trade deadline and offseason would be yawn fests. |

I think there would be more Berglund and Sobotka for ROR trades at the deadline rather than the draft, but with 2-3 firsts thrown in as well.
You would jettison garbage along with multiple high picks for something good. It would be a TDL with 15 future firsts and a bunch of scrubs |

There are only 8 teams in the league who aren't either over the cap or within $1.5M of the cap limit.
There are only 5 teams who are appreciably under the cap limit. |

I don't know how you do that and also have guaranteed contracts.

With a true hard cap limit, I'm not so sure even the Arizona's of the world would be too keen on taking back players with multiple years left on their deals. |

It has nothing to do with the penalty and everything to do with the evidence required.
Want a rule change, you have to wait for a new CBA. - Lunaion
That's not true. The competition committee can propose a rule and the owners can vote, just like the NFL
This is literally from today, talking about numerous rule changes:

See a rule with cap implications? We're not talking a hockey rule here.

I don't know how you'd pin added players' cap hits to returning players' cap hits. What if it's only partial relief? |

It would definitely skew value to young, productive, cheap players. We would see more deals like Hagel for 2 firsts. It would change the trade value chart, but I don't think there would be fewer trades as a result necessarily |

So what? If you can show me in the CBA where they explicitly can't change rules, then fine, but I'm not reading through that. You could absolutely make the argument that it's in the purview of the competition committee |

Probably why you never hear players complain after losing to a ‘venter |

The CBA is between the NHLPA and NHL and spells out the cap rules. Any change would require both parties to agree. |

Ok, show me, it's gotta be written into it if it's the case. I can just as easily say the same about replay rules. Why is one rule different from another? |

They also had the chance to fix it, twice now, during CBA negotiations, and they haven't done anything about it, so either way it seems they don't care all that much. |

Obviously there's a difference between a hockey rule and cap rule. One is in a legally binding 500+ page document, the other in a rule book.

And that still ignores the fact they've had a chance to negotiate it before and passed |

You're viewing this backwards. The CBA would have to provide a way to change it. Spelling out that it can't unilaterally be changed makes no sense.
