I think part of the reason is NHL GM’s are such an old boys club that none of them want to piss each other off and there’s so many under the table handshake agreements to not poach certain players etc that it winds up being just such limited movement

I can see how that might be true for RFAs / offer sheets, but where else could that happen? Teams are locking good players up early. Just look at the dog meat that was available to day - I can't really name a good player that had to take less just to find a team. ROR went for a reasonable contract, but I suspect that he could have gotten more elsewhere if he wanted it.
