What company is going to pay top $$$ for commercial air time during the telecasts of the Cup Final if Dallas is in it? That's all part of the revenue stream that helps dictates the upper limit of the cap.
If you want the salary cap to go up you need the big market teams to go far in the playoffs. Unfortunately, it looks like it won't happen this year

As far as the Rangers. Gallant was somewhat at fault for his own demise. He refused to change and thus you saw that results trickle down to players. But the Players also share a responsibility for his firing.

But please go full clean slate. Get rid of Gallant's staff, the skills coaches and the video coaches. Keep Allaire. Don't half ass this.
