It comes down to the fact that if they actually did a proper rebuild, then being in the lower deck and club seats and sky boxes wouldn't be 'cool' anymore because the team is expected to be garbage and unable to compete. As compared to right now, where they can con season ticket holders that it's just one bad year (every year) and with just a few changes it'll turn around. If the arena starts to be as empty as Arizona's was before they moved to one that actually looks full because of how small and few seats there are, then FA might be facing bankruptcy or at the least having his brothers and father take it away from him because they don't want him to bring the rest down financially.

Absolutely 100%!! It comes down to the almighty dollar. The same has been said by Dave Scott in Philadelphia, Comcast will never allow a full scale rebuild to where they sell everything and try to suck on purpose. It’s not about winning, it’s about business.

It's the perception that they're close, rather than them actually making moves that makes people perceive that they've given up and are now going to be bad by design (rather than by incompetence or (as successive regimes have tried to gaslight the fans of) that it was just injuries/bad luck/needing just a tweak or two). It comes down to the fact that the arena still is mostly full of paying fans who buy into the pre-season hype and buy all the merch which keeps propping up FA.

It's basically how you know that McDonalds is the worst fast food restaurant, but because it's fast, cheap and consistent (for the better or worse), you keep going there to buy food because of it. And because business is consistent, there's no incentive for owners to improve customer service or hire more staff to speed up drive thru lineups or manage the food prep better so that the food doesn't suck.
