It's so they can control costs, but also, in order for there to be a league, there needs to be many teams, some of which are in small markets. Otherwise it's a regional league, not a continental one. So controlling costs ultimately helps them make more money too by growing the league.
Whatever the motivation is, I think without some form of cap a league ceases to be a sporting league. Like MLB I don't consider really a functional sports league. |

Make it so teams have 2 salary CAP's.
One for home grown players drafted by the team and guys who's first pro contracts. The other for free agents. Make the home grown player CAP higher, so as to promote players to hopefully stay with the team.
Or, make it so players drafted by the team don't count against the CAP.
Boom. Easy. The NHL should pay me for these incredible ideas. - GreatGigInTheSky

You could have a smaller NHL with just the big franchises with no cap. You could have have tiered leagues with relegation and promotion. There are lots of possibilities, all viable sports leagues. I’m not saying they’re better but you could do lots of different no cap NHL options |

Which is precisely why a luxury tax makes sense. Having a garbage franchise that instead of devoting energies to creating excitement, creating a sustainable market and running a solid team spend time making trades for cap hits (without the pain of actual salary) to get them to the salary floor is what a hard cap does. I remember the NHL prior to the cap, the teams spending the most didn't win ( Just ask 21Peter )

Owners will keep a cap with no luxury tax instead of a cap plus the freedom to spend beyond it. They own the PA right now and won’t change the basic economics of a system that gives then cost certainty and works well for them. A luxury tax would also increase the divide between the “haves” and Gary’s babies. |
