So you think they just sat on a rape 1st charge (equivalent to a murder) for over a year? . That’s not how investigations work. You don’t wait a year to charge a person on gang rape “to take your time”

They did their investigation and found no probable cause to make an arrest. Never even made it to the DA because there was no charges/crime. Now the DA wants the case to save face and “look into it”. Unless there is new evidence discovered in the last few weeks (it is always a possibility) or the police dept was involved in a cover up (even more unlikely) this case is dead. Hence just a civil case at this point

There are over 2000+ unprocessed rape kits in the US right now.

For example a man was just arrested YESTERDAY after an untested Rape kit FROM 2012 was finally processed.

Its a massive hurdle in this county.
