Waiting the first 2 years in a different country of a 3 year development period is fine. I do hope this is the worst case scenario.

However, If a Ruskie has to first serve 3 years at some outpost, without significant hockey practice time through out he becomes relatively worthless. Let's see how teams think their Intel is.
