They won't sign him to a QO, because he'd still be an RFA but now with arbitration rights and if he has a massive year, now you have to trade him or qualify him and be locked into a 2 year deal for probably 9-10 mil. Internal cap says Pettersson is the highest paid forward, so there's no way Boeser stays past the draft/start of FA unless they want things to get really messy.
