It means he's penciled into the Amerks in a top 6 minutes role. I'd find it exceptionally out of character for Kevo and Appies to allow him to get shipped back to the shl. That's not how this org works these days.
My assumption here is that the agent wanted to do right by his client to make sure that if he was going to go through the effort of coming over here maybe a year early, that it was going to pay off for him. Kevo looked at the clause and said yeah ok whatever let's get going.
