Because James Dolan is a nutcase owner, who makes everything about himself and not the teams he owns. For the most part, he has left the Rangers alone, but they are not immune to his stupidity.

I don't like Brière all that much, but he does have experience in hockey management, and perhaps he could've done a great job as GM, who knows... and they didn't hire him, so I find your point is moot, especially since the other candidates on the list made more sense.
