That's probably a city planning covenant.

We saw that a lot in MD when we moved there from NJ. Almost every store and business had to conform to a certain look for the section of town that it was to be in.

My architect uncle had to come down and design our closest McD's in order to conform our new home city's "look and feel" codes. It was interesting because I was taking a drafting elective in HS at the time and helped him proofread his blueprints as well as tagging along with him a couple of times whenever he went to perform reviews of the construction.
