I think they are. They're not spending picks to acquire stopgap players like Butcher, Subban, Pysyk, Vinnie, etc. They're hoarding draft capital and developing players while plugging in pieces. It's still going to be a year or two before that bears fruit, though

Cozens is already one of the best transition forwards in the sport and is on pace for 22 goals and 44 points plying predominantly with sub replacement level NHL forwards and being an afterthought on the PP.

Power, Quinn, and Levi are playing better than I could have imagined.

Peterka, Krebs, Johnson, Portillo are solid prospects doing exactly what I expected which is being high end players in their respective leagues

Rosen hasn’t done much which is concerning.
