I think it is more the other way around, GMs more involved in top end of the draft than the bottom half.

There are a few times Timmins has had his pick put aside, if media reports are accurate.

CBJ was certain Brule would never make it past MTL and were going to take Kopitar. When Brule was there at 6, their WHL scout convinced the table to take Brule instead of Kopitar.
