It's cool, Cong just asked me what I would do. I'd make it a meritocracy and keep the best players around. In my imaginary world I'd have Samuelsson playing with Pysyk and bump Hagg to the press box.

I see several.
He's 19 and hasn't played in North America. Roch might be the best place for him to develop, and that's really the only part that should matter. There really is no downside to starting in Roch.
1 pre-season game against mixed levels of competition isn't a lot to base a decision off of.
His contract can slide. If you're going to start him in the NHL, you don't want to do it as a trial. You want him up for the season. In that sense, they can hurt themselves by making the wrong call here.

To help put warm bodies in the building. There seems to be a JJ movement underway and he won't fill the building but he might help sell a few more tickets and increase ratings a bit, especially if he plays with Cozens and they do well. |

With so many kids, the best situation for their development is #1 to me. Don't see a reason to rush anyone this season. I'd be conservative on it.
With an injured Samuelsson, Roch is an easy call. His opportunity will come.

If the nameplate on JJP said Quinn I'd say the exact same thing. Can't speak for others, but I'd still want him in Rochester to start. It's clear that JJP is physically more prepared for the NHL than Quinn, but I still hold that Quinn is more skilled.

They just got rid of every talented player on the team over 24, unless they literally could not be moved. NHL teams don't do that.
