Well I have already addressed this issue...Tampa had literally no course of action.

Once the TDL passed - they were stuck. They have absolutely no avenue to be cap compliant after the TDL.

The LTIR system is broken in the sense that it is supposed to allow you to replace your injured player, but doesn't give you an avenue to be cap compliant if that injured player returns sooner than expected.

Can't unconditionally release players to terminate contract without cause or agreement from the player.

Can't buyout in the middle of the year either.

Once the TDL passed, there is nothing they could do. It's a pretty massive bug in the system.

They can’t be shocked by this when since it was pretty clear when they negotiated the CBA. They very easily could have added a provision that carries the cap into the playoffs. They decided against it.

Yup.

Easiest solution is to keep the cap rules the same in the regular season, and create a new rule for the playoffs that you can't ice a roster that is over the cap limit.

Done.

I'm not convinced the NHL could have imagined that the best player on a team would sit an entire season (and not one cent of his salary count against the cap) yet by some miracle he would be fully ready, rested, 100% healthy for the first millisecond shift of the playoffs and lead that team in icetime for forwards. It was not only cheating, they were rubbing it into the faces of the NHL

They absolutely knew that what would happen with any player out for one week, two weeks, a month or a season. If there are team doctors that say he can’t play and if the league has the opportunity to review the medical records, the CBA is being followed and they all knew this going in when they negotiated it and signed it. They’re not dumb.
