The CAQ and the Libéraux have an history of negotiating hardball style with the unions of the public function workers, especially with the workers of the care domain (nurses, professors, etc.). The sad part is that the population votes for that kind of management, which is often seen as responsible, but really is just exploitation of the devotion of a certain class of workers. When Barette was the health minister, he froze all the salaries, eliminated the primes for different workers that were lacking in the public system and give a raise to specialist med (and he was their representant before jumping into politics). We also have to recall that Legault blamed the unions for the problems in the hospitals and CHSLD in the first wave of the pandemic, saying that they refused to raise the salary PAB without raising the salary of other workers.

Now, the pandemic has put into light all the limits of that style of management, because they are pushing all the health workers to burn-out or to look for better conditions. The service breaks put a lot of pressure on the government because the population, rightfully, does not accept it.

So, I expect them to enact costly temporary measures to attract nurses while public scrutiny is put on the situation and to subtly repudiate them as soon as the pandemic is more or less behind us, leaving the system with the same problems that at the end just cost more. And they'll say they are managing the budget like a good responsible family father and then give huge subsidies to highly profitable industries in order to create an unimpressive amount of jobs in La Pocatière.
