I don't know how the agreement works with the NA leagues. I just skimmed an article Tony Ferrari wrote on it last year and it was really lengthy and not to the point.

CHL is trying to keep their best players as long as possible. What it pretty much boils down too.

I'm sure there could be some sort of agreement so teams can't abuse the crap out of it.

I'd say 1st round picks can go to AHL after D+1. Gives teams 1 more year with them. Kids go to the minors a year early, where they will better develope, and kids that will be picked in upcoming drafts/ higher round picks will get more playtime to develop.

Money definitely has a lot to do with it, the league/team, pays less than 1/3 of the money, as they do to say US Hockey or the Swedish hockey federation.
Canadians generate over 50% of league revenue and supplies roughly 50% of the players, yet the league pays out less than 25% into Canadian developmental leagues.
Our governments subsidize just about all ice rinks and youth leagues, only to get the shift from Canadians who won't come play in Canada and a league that refuses to pay fees accordingly.

Vatanen would be an excellent pick up Hughes on one pair, Vatanen on another pair and Rathbone on the other pair.
