I get why the fine, because handing a suspension to the Rangers after nothing to the Caps would look really really bad. But now the precedent has been set for the rest of the season.

Parros will be the sacrificial lamb for what is a conscious league decision to base discipline on a bunch of things unrelated to the offense. It is all part of the same bullpoop that goes on with refereeing.
