Only saving grace for Seattle might be that the flat-cap for the next four years or so will allow them to take a couple bad(ish) contracts in return for getting quality players.

Had the pandemic never happened I'd probably totally agree that GM's learned their lessons and won't give away guys to them like teams did with Vegas
