They have indeed. The introduction of the Salary Cap initially killed trades. I think it was Brian Burke who suggested teams be able to retain salary which opened things up.
LTIR is being abused. It's original intention was to protect teams from losing good players to injury. You could replace him with a similar salaried player. Now it's being used to make a mockery of the salary cap. |

I still think the simplest way to prevent cap circumvention is to make the rule that you can only ever dress a team whose aggregate salaries are below the cap limit. (Extend the rule to the playoffs as well)
That's it. It is so simple and straight forward it will never be adopted.
Edit: Too simple I'm sure. Teams could get out of bad contracts just by not playing them. But it would be nice to not need a PHD in mathematics to determine a team's cap space. |

It’s not cap circumvention if they’re following the rules. Whatever rules you put in place, teams will hire smart people to get as much advantage as they can.
If you’re really worried about put in a rule that teams can’t hire anyone with an IQ higher than 97. I will come out of retirement and lead the Toronto Maple Team to the Winning Cup. |

I was doing a little cleaning today and found a ticket stub to a Leafs game.
February 19, 2011. Against the Sens.
Ottawa won 1-0 in a shootout. Bozak, Grabovski, and Kulemin all missed their shots, and Spezza got the winner. I had to look it up because honestly, I don't remember a lick of that game. I'm assuming it had more to do with the quality of the game than the fact that it was a little over a decade ago. |

Brian burke has had some good ideas or at least been an advocate of some real good changes. Retaining salary is one. I believe he was for no touch icing too. |
