If you're asking who won the fight, yes, Tkachuk landed more punches and pushed Weber in the net, making him the "winner".

Weber's toughness as always been overated, he never sticks up for a teamate, Chiarot, Anderson, Edmundson have to do it for him. He pretty much limits himself to cross-checking smaller guys and losing fights. But it's hockey not boxing and he's a good hockey player |

There aren't many situations where him fighting another team's good would be worth it for the team.
As you said, it's not his role. It has nothing to do about him being strong as a bull and being tough.

Yeah I mean there aren't many goons arounds anymore, of course I don't want him fighting Martin, Lucic or Reaves. But once in a while when KK gets elbowed in the face maybe you can go after the guy, would feel like something I would appreciate my captain doing.
Not just fight the guy you cross-check 10 times while he was down who took offense and slashed you when he got up.
