From what I read just the way LTIR works. One of the big brains could explain it but I think it only provides relief when payroll gets to the cap limit or something

You're right. LTIR dollars are provided based on cap overage above the cap once you've reached the cap. If you had to LTIR Andersen, you'd want to call up someone from the minors to maximize your cap space and try to get it as close to $81.5m first.
As an example, let's say that the Leafs' current cap hit is at $79.8m. The LTIR relief for Andersen would be $5m - (Cap ceiling - current cap hit or $81.5m - $79.8m), or $3.3m.
If they first called up, as an example, Sandin's $900k, that would actually increase the amount of LTIR available to $4.2m.
