We know this is the case (or at the very least, heavily suspect it). It is also something the league has denied is real. Tim Peel provided us all proof.
The league firing him, as least suggests they don't want the ref's doing this or they don't want it getting out that they ask the refs to do this.
IMO, this is a perfect opportunity to "fix" this issue. Stop calling make-up penalties. Stop trying to even out the number of penalties taken by each team, in a game. Stop letting the score/clock/schedule/playoffs dictate penalties. Just call all penalties, when they happen.
This league needs to make every attempt to be consistent with calls, and call everything they see. The players and coaches will adapt. Mistakes will be made, but, you can't fabricate make-up calls. If the refs miss it, they miss it. We/players/coaches would likely accept a few missed calls over all of the made up calls we see now.
