I read under the CBA, if hits/offenses are 18 months apart then it is not viewed as a repeat offense.

When you consider it’s a shortened season I think it’s good. It’s kind of the equivalent of 10 games in a regular season.

How is 5+ games for a repeat offender "bias"? Seems reasonable to me.

Yes it is, which is why I said it was consistent with the NHL's history of suspensions. The bias I was alluding to was in the previous 2 categories - ie. Is he a superstar or not? Since he's not - he'll get suspended. And then it's a matter of his history. 7 games is bang on.
