Technically it's called a dewlap, which the male anoles have. They use it to attract mates and establish territory. Sometimes they also do a "dance":

Ducharme should never have been promoted. Despite Bergevin's assurances, he is not known to be respected by the players, and these players are simply not suited to his style of play. While I do not think Sutter is a great coach, he was available and would have been more suitable to this roster. I now fear Sutter may be able to resolve the Flames dressing room issues, propelling them beyond the Habs in the standings. It is a shame to watch Bergevin waste the opportunity presented by this season's divisional realignment, and he should not be retained if this opportune season is squandered.

the league probably thinks it would be a sign of weakness or something but I find they would be way more credible if once in a while they could admit that they (frank)ed up on certain decisions
