They cant. The first one was to see if the puck entered the net. The second one was for the goalie interferenc wich has to be a challenge.

They don’t look for goalie interference unless there’s a specific challenge. They only looked for pushing the puck in on the first review. If Keefe hadn’t challenged, 4-3

While I agree. Especially in terms of the waste of time -

I believe there's a limited scope on what they review to call a good goal. Otherwise a goal review would look at what? Offsides? High Stick? Glove pass? At least, I figure that's their thinking.
