No, if you don’t count Frost because he is also out injured, the Flyers are missing 5 forwards for COVID protocols. Right now they have 6 forwards up from taxi or Phantoms so I think that makes 13 forwards total. Minimum needed there.

If the players' new team wants to send them down, they have to waive the player again.

You may be thinking about the 30 day window teams have after a player clears to reassign then to the minors.
