It's probably a glitch.

But I did see a theory the other day that Trump should step down and allow Pence to become President. Pence would then (unfortunately) pardon Trump.

Pence is then the president for a week or so and gets secret service protection for life (I guess VPs don't get that). Which would be a great benefit to him given he was a target on Wednesday.

25th amendment could fail and you end up putting an even bigger target on your back. Working a deal with Trump would be the only way you guarantee you are president.
