One thing I heard the guys on the NHL Network mention about Hall--he likes the puck on his stick and loves the middle of the ice. So, Maybe he'd be on Staal's line with Cozens on the other side:

Skinner - Jack - Skunk
Hall - Staal - Cozens.

Which is a pretty damn good top-six

See what the Raiders are doing to the Chiefs?

The Bills are the best team in the NFL right now, and we're only getting started.

Barring injury and/or COVID shut down, we are going to win it all this year.

Don't think they're really in on him. With resigning RFA's now in Arb, they will be close to $72m

That would go to 68m if we traded miller or Montour and 66.5 if we traded risto and I don’t think the RFA will cost as much as you think.
Pegs likes his big names and I don’t think having a cap of 74-75m with hall (still well below the ceiling 81m) is going to stop him from going after Hall.

That said, I think it is highly unlikely. As Gerbe said, connecting the dots...
-they fired the GM for not listening to them about becoming lean, efficient and economic.
-they fired 22 employees in the Hockey Ops Dept and haven't hired any replacements save for 3 Amerk Coaches
-they have asked their management team to take a pay cut
-the yacht was put on hold
-they are rumored to have and have not denied it in questions directly asked in public about the Internal Budget
...to me, that points to a reduction of cash expenditures

If 16 other teams are rumored to have an internal budget, and others are up against the Cap, that leaves little options to move players and their Cap out for little/nothing except for futures as you allude to above.
Hence my belief they are done except for a relatively minor move or money jn/ money out trades
