There is the Toubon law in France. Same goal, same motivations. It has nothing to do with any discrimination. You will face far greater discrimination in Sweden say as a white working American who does not speak Swedish than a black working American who does.

It is just a way to show that "I understand you are different, and have a specific culture, and that this distinction matters to you"
