Were they allowed to do a new jersey last (this, I guess?) season? The last redesign was in 2017-18, and the league requires teams to keep a jersey for a certain number of years before introducing a new primary. Unless the Adidas switch didn't technically count as a jersey redesign?

Not a rumor, apparently. They were not allowed to change the uniforms this year. Teams have to wait 3 years before they can change uniforms. Since the Sabres got rid of the awful grey piping and pit stains in 2017, they had to wait until the 20-21 season to make another change.

The team is unable to change its primary jersey for this season because it last made minor changes in 2017 when the NHL switched manufacturers from Reebok to Adidas. The minimum three-year window expires after this season, allowing the switch to royal blue for 2020-21.
