Parking Enforcement only ticketed people at them (if they didn't pay) if they got a call complaining about the car.

For the most part, people didn't really pay for them at all during the pandemic.

Most ticket cases at court don't take very long. The people who give the tickets take a lot of pictures of every car they ticket. From every angle.

That way there's no he said/she said about it. Photo evidence, so people have to pay their tickets.
