I am curious about Petro.
I think the Leafs have a chance just based on the fact a bit part of FA will be about where a player wants to be not money.
Also if he wants long term, the Leafs are one of the few teams in the NHL right now who can sign him 6 years and give him max bonuses and salary for the first 1-3 years.
Pretty tempting for any player right now. |

The biggest issue is incarceration. Three points:
1. US sends more people to jail than anyone else 4.4% of population and 21% of people in jail.
2. 97% of people in jail do not stand trial. The penalties are so high that even most innocent accused who can't afford big time defence plead guilty to get lower sentences.
3. Jails are filled with young, black men and women.

White men ages 18 or older: 1 in 106
All men ages 18 or older: 1 in 54
Hispanic men ages 18 or older: 1 in 36
Black men ages 18 or older: 1 in 15
Black men ages 20–34: 1 in 9
Incarceration Rates among Women

Hispanic women ages 35–39: 1 in 297
All women ages 35–39: 1 in 265

So you’re right, funding set by population and Mayor sets policy for Police Department. Discipline set through binding arbitration which is regularly overturned. Chief chosen by Mayor and is reviewed every three years by Council.
Council has unanimously passed resolution calling for plebiscite an disbanding police department to be replaced a by new public safety body. Nobody ran on this but everything changed with George Floyd killing. - Canada Cup
this is too big of change in policy to occur without voters having their say.

I'm glad Ilya Micheyev (however it's spelled) is back. I think he was sorely missed and we're not really hearing how his healthy return can help the Leafs.

arrests/convictions are a the band-aid solution that occurs when all else has already failed.
there is an issue that certain communities in american cities are over policed; often predominately black communities.
life can't just keep on going on as is. if people of afraid of police, the system isn't working.
but there needs to be solution that is more than one sided. there are 2 sides to this issue of high incarnation rates among black people. comprehensive solutions need to be developed.
the band-aid solution of defunding the police may address incarceration rates; but will do nothing for crime rates. |
