that fact the city councils/mayors don't agree is not surprising.
the city council is trying every tactic to take power away from the mayor in this case. The charter of the city gives full authority to the mayor over police funding; except for requiring the city have a minimum officer to population ratio.

So you’re right, funding set by population and Mayor sets policy for Police Department. Discipline set through binding arbitration which is regularly overturned. Chief chosen by Mayor and is reviewed every three years by Council.
Council has unanimously passed resolution calling for plebiscite an disbanding police department to be replaced a by new public safety body. Nobody ran on this but everything changed with George Floyd killing. |

Apparently they have not, and if I'm reading TSN correctly, the new CBA has been ratified.
Although both the sides would happily agree to buyouts if they wanted to add an amendment in November when teams realize they are absolutely franked against the cap. |

But if so, one of the big three. Then you resign them for 1 million and wait for the league to penalize you for circumventing the cap.

I just looked at Capfriendly, and yeah, you are right. There's not really any bad contracts on there. A buyout candidate didn't jump out at me.
For Tampa, I think it would be McDonagh or Gourde.

Some of our dearest friends from university moved out to Alberta 25 years ago.
I still love them dearly, but I can't franking stand talking to them anymore.
It's just a non-stop bellyaching of complaining about Ottawa, deficits, how Alberta was so hard-done by, and it even borders on fringe conspiracy.
I have better things to do with my Friday nights than be dragged down into despair on a Zoom call. |

True the population would dictate what your saying is true.
If you dig a little deeper though and look at interactions with the Police it's actually quite close despite the huge difference in population so based on that it shows whites are actually more likely to get killed by the Police based on interactions.
I'm sure you'll want to say it's racist that blacks have more interactions with the Police.
