It could be that if 15+ teams will not be able to resign their players at 'decent' amounts -- NHLPA will push for a salary roll-back (10-15% on existing contracts) in order to make sure good NHL'ers won't be without a job and/or a luxury tax will be discussed.

There’s no doubt that a flat cap will hurt the Leafs more than some other teams since we have zero room. On the other hand it really helps that there are no bad contracts in the way.
I wonder if they can use their financial muscle somehow. There are franchises in really bad shape right now that are going to be in worse shape over the next while. - Canada Cup
The issue is the majority of the NHL is right with the Leafs at the cap max and no one ever reports that. It also doesn't account for the possible lowering of teams caps due to COVID. |

If they had a real owner, they'd be in a position to do something with that bucket of high picks and tons of cap space. On the other hand, it's Melnyk and no decent UFA would want to go anywhere near that tire fire.

Even Ottawa will have issues when their players want raises. Not necesarily because they'd be over the cap, but over their internal budget.
