I'd argue that countries that have extremely low or no cost for education are concerned with equality of outcome. Education helps with equalizing incomes. Ergo nordic countries. The desire for equality of outcome can exist within a capitalist framework, and nordic countries are an example of it.

She sang a song in an ancient language, and a beaver swam past in front of us. Fireworks erupted in the distance, for some reason. Later we walked along the shore and the moon had climbed high in the sky and seemed bright as the sun. We stood and watched it through the trees on the water's edge. It was perfect.

They also have higher taxes, fewer freedoms and comparatively, lower ceilings. They also have significantly smaller populations. Having "free" education is also not always a great idea. It depends on what kind of "education" they're getting and at the end of the day, everybody pays with their taxes one way or another.

But what you described is not equality of outcomes. What you described is equal access to opportunity, doesn't mean they get the same grades or the same jobs or the same pay. People need incentives.
