civil rights still apply in a dorm, when you'll get raped in that dorm it won't be the administrator's problem. If they are making noise after 11pm cops can intervene.

Actually, there's no specific time. If at any point during the day, the disturbance is deemed excessive, you can call the police.

The Civil Code of Québec says that neighbours must put up with "normal neighbourhood annoyances." No matter what time it is, you must be a good neighbour. You also have to put up with some inconveniences, for example chairs scraping the floor at dinnertime.

In most cases, it's a regulation put up by cities. It's not a law in the Civil Code.

Eastern countries ask for military assistance to dissuade Russia from trying anything, I don't know if that's the case in Poland.

according to the Polish law, it should be 10 o’clock. However, with an agreement and kindness of the neighbours, this rule can be stretched. If there is a noise after 10 pm the neighbours have a right to call the police.
