the cap went up 2 mil the year vegas entered the league....the following year it went up by 4.........but somehow Seattle coming in (which we all know won't have the same financial success right away) is going to jack the cap up by 15 million.

The cap amount that gets annnounced every summer is based on the PREVIOUS years' revenues.
