Russia is conserative in general.
They don't want any propaganda on sexual related issues - hetero nor gay (or whatever preference one can have). basically they feel they need to do that since they don't want their children to be exposed to such propaganda.
think whatever you want about that view, but it is not 'anti-gay'.
